In the Torchwood Novel:

Izak has a lot of aliases and never stays in one place for too long.
Once a law abiding bounty hunter, he was an on/off partner of Candice although they're not the same species and he still has feelings for her. Once he decided to double cross his employer and take off with a haul he became the hunted. Pitching in with Captain John Hart was a major error and he ended up being captured and imprisoned for a number of years. Confined to solitary for his own safety, he hatched an escape plan and was successful. He's been on the run ever since.
In the Acquisition Run Novel:
Originally recruited and trained by the Custodians, Izak Meluk has spent a long time out on his own working as an undercover operative. He has a network of contacts across the universe and is answerable only to the highest echelons of the Universal Council. He is authorized to act in the interests of the Council without orders and has been involved in a great many high profile operations.
He’s been undercover for a long time, posing as a mercenary and gaining an enviable reputation. He’s a skilled pilot, likes taking risks and is extremely competitive. Described as cocky by his original military Instructors, Izak is quick witted and even faster with a blaster. He’s the type who shoots first and asks questions later and you certainly don’t want to get on the wrong side of him. Seeming to enjoy living his smugglers life to the full, no one is quite sure where he draws the line, if in fact, he does. When the opportunity presents itself to earn a pile of credits bigger than he’s ever likely to see, his loyalties are tested to the full.
